NBC and the CIA have recruited Katherine Heigl. The Peacock has ordered "State of Affairs," a drama pilot starring the former Grey’s Anatomy actress as a CIA attache who advises the President on “high-stakes incidents around the world” while trying to manage her complicated personal life.
